MEETING opened with Pledge of Allegiance
PRESENT: Supervisor Innes Kasanof; Council members: Alan Reynolds, Walter
Miller, Chris DiBenedetto, Alan White, Town Clerk Deputy Cindy Bouton,
Highway Superintendent Russell Bouton.
APPROVAL OF MINUTES APRIL 26, 2011 MEETING - MOTION to approve the minutes
by Councilman White second by Councilman Reynolds with corrections. Vote:
unanimous. Suggested that minutes should go out earlier.
HIGHWAY SUPERINTENDENT’S REPORT:
a. Highway Report distributed for signatures. Culvert supply to be
refurnished $2,500.00 worth of pipes needed minimum. $2,500.00 for
gravel. Pete may be able to sell gravel next year. This year from Adrian.
Distributed and signed 284.
VOUCHER SIGNING: General Abstract #0511—vouchers #67-82 = $1,006.01.
Highway Abstract #0511-vouchers #74-81=$3,065.04. MOTION to pay bills by
Councilman DiBenedetto second by Councilman Miller. Vote: Councilman
Miller-aye, Councilman Reynolds-aye Councilman DiBenedetto-aye, Councilman
White-aye.
SUPERVISOR’S REPORT:
a. Monthly Financial Report distributed and reviewed. Suggest
one line permit and one rental which is on next page.
b. Resolution for correct spelling on incorrect spelling of roads.
Re-adopt new with correct spelling. Motion to adopt by Councilman Miller
and second by Councilman Reynolds. All ayes.
Be it resolved by the Town Board of the Town of Halcott that the New York
State Department of Transportation listing of the following Halcott town
roads be corrected to reflect the proper 911 names and spelling.
1. DOT ID #106769 changed from Bruce Scuder Rd to Bruce Scudder Rd.
2. DOT ID# 106770 changed from De Nacola Rd to DeNicola Rd.
3. DOTID#106779 changed from Mountain Star R to Turkey Ridge Rd.
4. DOT ID# 106780 changed from S Lake Rd to Silas Lake Rd.
5. DOT ID#106782 changed from Townsand Hollow to Townsend Hollow Rd.
Be it further resolved that the Town Supervisor will provide a certified
copy of this resolution to the Department of Transportation so that they
can change their records.

Billy Allison was consulted. A 10 percent increase in taxes for ten
years. Peg Ellsworth still willing to write grants a consideration. Wait
and see on second opinion. Russ fixed roof with rolled roofing. Southern
end needs shingles.

RESOLUTION
HALCOTT TOWN BOARD
NEGATIVE DECLARATION - TYPE I ACTION
Date: __________________ 2008
WHEREAS, the Town Board of the Town of Halcott (“Town Board”) duly adopted
a Town comprehensive plan; and
WHEREAS, the Town Board of the Town of Halcott (“Town Board”) duly
appointed a Zoning Commission to develop draft land use law to implement
that adopted Town comprehensive plan; and
WHEREAS, the Zoning Commission conducted a thorough review of the
comprehensive plan and with assistance from a planning consultant, drafted
land use regulations consistent with the Town of Halcott Comprehensive
Plan; and
WHEREAS, this draft land use law is designed to implement the long-term
vision, goals, objectives and strategies to guide the orderly growth of
the Town; and
WHEREAS, the Town Board submitted the draft Zoning law to the Greene
County Planning Board as required by NYS General Municipal Law 239-m and
the proposed action does not require any other permits or approvals from
other State and Federal agencies prior to adoption; and
WHEREAS, the Town Board declared itself Lead Agency and conducted an
environmental assessment according to SEQRA, NYS 6 NYCRR Part 617; and
WHEREAS, the Town Board, after consideration of the Full Environmental
Assessment Form Part I and Part II finds that
The land use law is consistent with the adopted Town of Halcott
Comprehensive Plan.
Implementation of this land use law will positively assist Halcott in
reaching goals of maintaining the environment as outlined in the adopted
Town of Halcott Comprehensive Plan.
Implementation of this land use law will positively assist Halcott in
maintaining its rural, aesthetic character and Town landscapes through
dimension, use, and development standards included in the draft law.

NOW THEREFORE BE IT RESOLVED, that the Town of Halcott Town Board hereby
declares that adoption of the Town of Halcott Land use law of 2008
described herein, will not have any significant negative environmental
impacts; and
BE IT FURTHER RESOLVED, that the Town Board hereby authorizes filing of
a negative declaration (attached hereto), according to SEQRA, NYS 6
NYCRR Part 617.
WHEREUPON, this Resolution was declared adopted by the Town Board of the
Town of Halcott:

e. Pete mentioned Planning Board having to notify landowner of site plan
review. Not Planning Board but applicant needs to notify landowner. Ask
Nan for determination. Tabled.
